Approved Model Publication Schemes

RecruitmentUnder the FOI Act the Commissioner can prepare and/or approve model publication schemes for groups of public authorities that carry out similar activities. A public authority within a group can then choose to 'adopt' the approved model publication scheme in place of developing their own bespoke scheme.

The model publication schemes which have been approved by the Commissioner are listed below, along with contact details for each scheme.  The most recent model schemes (i.e. those approved during the 2008-2012 approval process) are listed first, followed by those approved during the 2004 approval process. 

When an updated model scheme is approved and added to the 2008-2012 list, details of any earlier versions will be removed from the 2004 list.

 Approved Model Publication Schemes - 2004


Publicly Owned Companies

Active and dormant companies
 
Publicly owned companies (i.e. companies that are wholly owned by one or more Scottish public authority, as defined in the Act) must comply with the FOI Act. These companies must submit a publication scheme to the Scottish Information Commissioner for approval. In order to assist public authorities the Commissioner has prepared model schemes for both active and dormant publicly owned companies. These schemes were prepared in association with Universities Scotland and can be downloaded here:

These Model Schemes are scheduled to expire on 1 June 2011.

Public authorities do not have to adopt the scheme prepared by the Commissioner. They may instead choose to submit their own bespoke scheme. They can base this on the scheme prepared by the Commissioner if they wish. Public bodies may also decide to produce their own model schemes for adoption by their own organisation and other similar organisations.
