Model Publication Schemes approved by the Scottish Information Commissioner.
N.B. The model schemes listed below were approved by the Commissioner during the 2004 approval process. This page will be updated with revised model schemes as these are approved by the Commissioner. For further information on the Commissioner's 2008-2012 approval process, consult our Guidance on publication schemes for Scottish public authorities.
Section 24 of the Act allows the Commissioner to prepare and/or approve model publication schemes in respect of public authorities falling within particular classes. Model publication schemes are designed to be used by public authorities carrying out similar activities.
Model publication schemes approved by the Commissioner are listed below, along with contact details for each scheme.

Active and dormant companies
Publicly owned companies (i.e. companies that are wholly owned by one or more Scottish public authority, as defined in the Act) must comply with the Act which comes fully into force on 1 January 2005 . These companies must submit a publication scheme to the Scottish Information Commissioner for approval. In order to assist public authorities the Commissioner has prepared model schemes for both active and dormant publicly owned companies. These schemes were prepared in association with Universities Scotland and can be downloaded here:

The deadlines for the submission etc of publication schemes are as follows:
Schemes can be submitted from: 1 June 2004
Final date for submission of schemes: 31 August 2004
Scheme to be approved and in effect by: 30 November 2004.
Public authorities do not have to adopt the scheme prepared by the Commissioner. They may instead choose to submit their own bespoke scheme. They can base this on the scheme prepared by the Commissioner if they wish. Public bodies may also decide to produce their own model schemes for adoption by their own organisation and other similar organisations. However, model schemes must be submitted for approval to the Commissioner by 20 July 2004.
