If you have made a request and are unhappy with the response from the authority or have not had a response, you have the right to request a review by the authority.
If you have already been through the two steps of request and request for review and are still not happy, you can make an appeal to the Scottish Information Commissioner.
If you are unhappy with the Commissioner’s decision you have a right of appeal to the Court of Session (but only on a point of law).
