Promoting good practice...
The Commissioner is required by section 43 of the FOI Act to promote good FOI practice amongst public authorities. In fulfilling this duty, the Commissioner publishes ongoing briefings for public authorities on the interpretation of Scotland's FOI legislation, and has launched a programme of Practice Assessments to ensure authority compliance.
In addition to this, in 2009 the Commissioner began work on a practical handbook for public authorities, aimed at providing detailed advice and guidance on the interpretation of every aspect of Scotland's FOI laws. The handbook, due to be published in the Autumn of 2011, will bring together key learning points from the Commissioner's previously published briefings, while also providing detailed guidance in relation to all other relevant sections of the FOI Act, as well as guidance on the interpretation of the Environmental Information (Scotland) Regulations 2004, and the associated codes of practice.
The publication of this handbook will mean that every public authority will have a valuable tool at its disposal to ensure that it fully meets its obligations under Scotland's FOI laws.
