September 2003

Kevin Dunion meets with staff from the UK Information Commissioner's office. It is agreed that staff will meet on a six-monthly basis to discuss emerging issues and share experience.

February 2004

Kevin Dunion attends 2nd International Conference of Information Commissioners, presenting a report on the progress made towards the implementation of Scotland's FOI legislation, and learning from the experience of other Commissioners and Ombudsmen.

March 2004

A research study jointly commissioned by the Scottish Information Commissioner and The Stationery Office reveals that, with nine months until the FOI Act comes into effect, 84% of Scottish public authorities are confident that they will be ready to comply by January 2005.

October 2004

The first wave of the Commissioner's annual public awareness research finds that, shortly before the FOI right comes into force, 44% of the public report that they are aware of the FOI Act.

December 2004

On the eve of the implementation of FOI, research reveals that the proportion of authorities who are confident that they are ready to comply with the legislation has risen to 92%. However, over one quarter of respondents (28%) also expressed a lack of confidence in their ability to retrieve information stored in email format.
