There are three departments, each with a head of department who reports directly to the Commissioner, and a team supporting them.
Margaret heads up the Investigations Team, which manages the investigation of applications for decision made under the Act. She advises the Commissioner on legal issues, as she is the key in-house adviser to the Commissioner on the Freedom of Information (Scotland) Act 2002 and other legislation. Margaret is assisted by two deputies:
Euan and Claire each manage a team of Freedom of Information Officers (Investigations), ensuring that investigations progress and decisions are drafted in line with organisational standards.
Our Freedom of Information Officers (Investigations) are responsible for investigating appeals received by the Commissioner. They also provide guidance and advice on the Act and respond to enquiries from the public and public authorities. They are supported by Validation Officer Pauline Keith. They are:
Sarah heads up the Policy and Information Team, which is responsible for developing the organisation's external communications on all freedom of information issues, for press and media relations, managing the enquiries service and publication schemes approval process. Sarah also advises the Commissioner on a variety of policy related issues, whilst liaising with senior officials in public bodies and their policy and legal advisers.
Our Freedom of Information Officers (Policy and Information) support Sarah in meeting her responsibilities. They are responsible for promoting knowledge of the Act and approving publication schemes. As with their colleagues in the Investigations Team, they provide guidance and advice on the Act and respond to enquiries from the public and public authorities - and they also deal with all enquiries from the media. They are:
David ensures that the Scottish Information Commissioner and his office are effective, highly responsive and appropriately resourced. He is responsible for human resource management, the control of budget and finances and developing the operational plan.
Jann is responsible for all aspects of our financial management as well as ensuring high quality corporate support to the Office and providing our frontline service to the public. She also ensures that the building meets all relevant statutory requirements for health and safety.
Liz and Kim provide a full range of support functions to the organisation and are the frontline point of contact with the public and public authorities.
