The Commissioner works with a wide range of organisations and stakeholders, and recognises the importance of good relationships in taking the challenges of FOI forward in Scotland.
Where a relationship is of high strategic importance, is particularly complex or likely to involved different individuals over time, or simply where both parties desire it, it can be helpful to set out the expectations in a strategic agreement (or 'Memorandum of Understanding').
A Memorandum of Understanding simplifies matters, avoids confusion and enables both parties to contribute consistently and effectively to a successful relationship.
