Working with the Commissioner
From time to time, the Commissioner may require access to specialist skills to enable him to fulfil his duties.
Where the skills or expertise required are highly specialised, specific to a particular project, and/or required for a limited time only, the Commissioner may conclude that he will achieve better value for money by outsourcing this requirement.
As a public official, the Commissioner has a duty to ensure value for money for the purchase of goods and services, by adopting effective competitive tendering. All contracts likely to total £5,000 and over are subject to full competitive tendering.
The Commissioner's Contracts and Procurement Policy has four main aims - to ensure that:
- the Commissioner's tendering practice is transparent and objective;
- legal advice is taken on contracts as appropriate;
- the Commissioner is as open and transparent as possible about the contracts he enters into; and
- good record keeping is maintained.
