Scottish Information Commissioner's Strategic Plan 2020 - 2024: Increasing the impact of FOI

On Monday 16 March 2020, the Commissioner's Strategic Plan 2020-24 was laid before the Scottish Parliament, a legislative requirement under the Freedom of Information (Scotland) Act 2002.

The Commissioner's Vision is that the impact of Freedom of Information is increased, being recognised and valued as the key enabler of openness and transparency of public functions in Scotland, enhancing people's right to access the information that matters to them.

It is a six point plan that will ensure that FOI is impactful and relevant for the years to come, and can be summarised as follows:

  • increase knowledge and understanding of FOI rights
  • enable high standards of authority FOI policy and practice
  • develop a public sector culture where proactive disclosure is valued
  • strengthen FOI law and practice
  • contribute to Scotland being a world-leader in openness and transparency
  • be recognised as an organisation of independent and trusted experts that is run efficiently, governed effectively and is open and transparent
